Combine the water and chai tea in a small saucepan and bring to a boil. Lower the heat to medium and let simmer for 2-3 minutes.
Turn off the stove and stir in a pinch of sugar (or more). Allow the tea to cool before setting it in the fridge to chill.
Mix the tea with milk and serve over ice. For a slushy consistency, pour the chai and ice cubes into a blender and blend for about 30 seconds. Garnish with cinnamon sticks and a sprinkle of cinnamon on top.
